"If you must attach the label 'grand champion' to China, then I think China is a grand champion. Chinese Foreign Ministry spokesman Geng Shuang said he hoped the United States could "fully and correctly" view the exchange rate issue. But he did not act on a campaign promise to declare China a currency manipulator on his first day in office.
